He was the son of James Rowsell, stone mason, and Charlotte Lovell.

He was married in Taunton in 1868 to Caroline (1845 - ), from Melksham, Wiltshire. They had at least 5 children:

Caroline Rowsell (born; 1876 in Taunton)
Lily Rowsell (born: 1876 in Taunton)

The 1881 Census captures Albert's household at 38 Spread Eagle North Street, in Taunton. At 35 years of age, he is listed as a "publican". With him are Caroline (36); Kate E. (10), born in Fulham; Emily C. (8) born in Wintly, Wiltshire; Caroline (5), born in Taunton; Lily (2), born in Reading, Bershire; and Rose (1 mo.) born in Taunton. It appears that they moved around a fair amount in the 1870s for some reason, perhaps with Albert looking for work. The Census shows two servants, as well: Caroline Salter (16), a "general servant" from Westminster; and Stephen G. Colman (20), an Ostler from Taunton.
The circumstances of Albert's death are not known at this time, although we can assume that having 5 daughters was a contributing factor.
